El saneamiento de la nómina pública, abultada por razones de clientelismo político para nutrir a una masa parasitaria de “compañeritos de la base”, ha sido una de las medidas correctas del gobierno.
Las llamadas “nominillas”, una especie de fuente consoladora para asegurar ingresos a personas de un partido que no estaban calificadas para ocupar puestos en la administración, se convirtieron en una especie de “ración del boa” para quienes reclamaban el pago de sus favores políticos.
Se dice que en la supresión de las “nominillas” el gobierno logró sustanciales ahorros. El director de Presupuesto, José Rijo Presbot, la cifró ayer en 77,000 millones de pesos.
Ese proceso de saneamiento coincidió con la desvinculación de centenares de empleados y funcionarios de distintas instituciones públicas para abrir espacio a los sustitutos, provenientes del partido ganador de las elecciones.
A la mayoría de estos no se les ha pagado todavía las prestaciones legales que les corresponden como derechos adquiridos, lo que ha generado manifestaciones de protestas de reclamantes ante sus antiguas oficinas, siendo uno de los episodios más notorios el de una mujer que se desnudó frente al Palacio Nacional para dramatizar su desesperación.
Luce incongruente que, habiéndose logrado una economía sustancial de los fondos destinados a las “nominillas” del pasado gobierno, el actual no salde ya las compensaciones que les corresponde a los empleados despedidos.
El pasado 1° de mayo, el presidente Luis Abinader impartió instrucciones precisas cuando dijo: “Hablamos hace unos días con el director de Presupuesto para que todas esas prestaciones pendientes de pago sean saldadas. Ninguna institución debe de hacer desvinculaciones si no cuentan con los recursos para pagar las prestaciones laborales de ley”.
Sin embargo, poco se ha avanzado en este proceso.

On May 1, President Luis Abinader gave precise instructions when he said: “We spoke a few days ago with the Budget Director so all those outstanding benefits are paid. No institution should make redundancies if they do not have the resources to pay the labor benefits of the law ”, however, a small progress has been made in this process.
In any case they have about eleven months without collecting their benefits, those who truly correspond must receive payment and, in this way, a situation that becomes more painful and unsustainable is corrected as time passes.
